Benjamin David Freer, 38, of Elizabeth Street in Richlands was arrested Oct. 18 by the Jacksonville Police Department and charged with felony possession of heroin and misdemeanor possession of drug paraphernalia.Freer is accused of possessing heroin, one syringe and one small pink plastic baggie, according to warrants.Bail is set at $50,000.
