Scott Richard Lewis, 26, of Windsor Drive in New Bern was arrested March 4 by the Jacksonville Police Department and charged with felony possess/distribute precursor chemical, felony conspiracy, misdemeanor possession of marijuana up to 1/2 oz., and misdemeanor possession of marijuana paraphernalia.
