A man from Newport was arrested and charged with kidnapping, robbery, and assault of a Morehead City teenager on Sunday.Cecil William Hill, 20, of 161 Mill Creek Road was charged with one count of first degree kidnapping, robbery with a dangerous weapon, and assault with a deadly weapon.
