A Newport woman was arrested after allegedly severing her husband's penis, according to a press release from the Carteret County Sheriff's Office.Carteret County deputies arrested Victoria Thomas Frabutt, 56, of Murdoch Road in Newport for "severing her husband’s penis," according to the release.
