A Richlands man is accused of raping a child.Donald Richard Markl, 45, of Chappell Creek Circuit, was charged Nov. 30 by the Onslow County Sheriff’s Office with felony statutory rape of a child under 15 and felony indecent liberties with a child.According to Maj.
