Shanea Marie Zenmon-Scarbough, 27, of Marine Boulevard in Jacksonville, was charged Nov. 23 by the Jacksonville Police Department with felony possession of a schedule II controlled substance, misdemeanor possession of drug paraphernalia and misdemeanor contributing to the delinquency of a juvenile.Scarbough is accused of possessing 1.5 grams meth, according to warrants.
