Keith Kevin Williams, 51, of Phoenix Park Apartments in Jacksonville, was charged Nov. 3 by the Jacksonville Police Department with felony possession with intent to manufacture, sell or deliver marijuana, felony manufacture of marijuana and felony conspiracy to manufacture, sell or deliver marijuana.Williams is accused of possessing over 4 ounces marijuana and manufacturing the drug by packaging and repackaging, according to warrants.
