Nichole Yvette Chappell, 31, of Fishing Creek Lane Hubert, was charged Aug. 13 by the Jacksonville Police Department with felony possession of a schedule I controlled substance and misdemeanor possession of drug paraphernalia.Chappell is accused of possessing an unspecified amount of heroin and drug paraphernalia, including white paper, a key box holding a red bag of heroin, a digital scale, a spoon, a blue rubber band and a green bottle holding cotton filters, according to warrants.
