Preston Wescott Graham, 49, of Preston Road in Jacksonville was arrested Aug. 7 and charged with felony manufacturing a schedule I controlled substance, felony trafficking opium or heroin, and misdemeanor possession of drug paraphernalia.Graham is accused of manufacturing, packaging, and repackaging heroin and being in possession of 8.5 grams of heroin as well as a digital scale, cut plastic pen, clear plastic bags, silver container, and a plastic pill bottle, according to warrants.
