Earl Anthony Powell, 28, of Dickens Street in Jacksonville was arrested April 22 by the Jacksonville Police Department and charged with possession with intent to manufacture/sell/deliver cocaine, selling cocaine and delivering cocaine.Powell is accused of possessing 0.61 grams of cocaine, and selling and delivering the cocaine to a confidential informant, according to warrants.Bond was set at $10,000.
