A Goldsboro man is accused of violating a protective order and strangling a woman at an area bar.Justin Lee Spivey, 28, of Becton Circle in Goldsboro, was arrested on Feb. 24 by the Swansboro Police Department and charged with felony assault by strangulation, misdemeanors assault on a female and violating a protective order violation.Spivey is accused of strangling a woman until she blacked out, according to warrants.
